Abstract
A general framework is established for the consequence assessment of extraordinary structures and high-rise buildings in particular. Basis for the framework is the Bayesian decision theory, newly developed approaches for structural optimization, structural reliability theory and a new approach for the modeling of utilities including follow-up consequences. An overview of the consequences following to the World Trade Center collapse is provided. A principal study illustrates the proposed approach to derive optimal levels of structural safety for high-rise buildings as well as to identify optimal measures for fire risk reduction.
